Ombudsman warns of human rights "black hole"


PRISTINA -- Kosovo is in danger of becoming an international "black hole" for human rights, the province’s ombudsman, Marek Anton Novicki warned today.

Most Serbs were planning to leave Kosovo as soon as they could secure a decent in Serbia or Montenegro, he added.

"The situation is not the least bit optimistic for Serbs who have been expelled to return to urban regions, and at the moment there are no basic conditions for their return," said Novicki.

The ombudsman also warned that, while Yugoslavia’s integration into Europe would give its people access to the European Court for Human Rights, this did not apply to the people or Kosovo because an international protectorate could not be part of the Council of Europe.
